Dallas Homebuyer Assistance Program (DHAP)

The Dallas Homebuyer Assistance Program (DHAP) is a program that provides financial assistance to low- and moderate-income homebuyers who are looking to purchase a home within Dallas city limits. The Targeted Occupations program is for those in educational instruction and librarian services, healthcare, and protective services, with homebuyer incomes above 80% and not exceeding 120% of the Area Median Income (AMI) for household size. Assistance may not exceed $50,000, and there is no sales price limit.

The Anti-Displacement program is for current Dallas residents who have lived within the city limits for at least 10 years collectively, with homebuyer incomes between 50% and not exceeding 120% of the AMI for household size. Assistance may not exceed $50,000, and there is no sales price limit.

To be eligible for the DHAP program, applicants must be a U.S. Citizen, Permanent Resident, or have Eligible Immigration Status with a valid social security card. Borrowers with annual household income at or below 80% of the AMI for household size may be eligible for a DHAP Loan. The applicant must have an executed real estate sales contract and mortgage lender approval for a first lien mortgage loan. Assistance will be based on need and may not exceed certain limits. Housing payment may not exceed 35% of the buyer’s monthly gross income, and the home’s maximum sales price is $271,000 for existing properties and new construction, effective for contracts written on or after June 1, 2022.
